In 1996 he was picked out to the Lok Sabha, avoid served as a Union Pastor in the government of Atal Bihari Vajpayee, with his crowd joining the National Democratic Confederation.

In 2003 his party collaborative into the Janata Dal (United), and Kumar became its commander. In 2005, the NDA won a majority in the Province Legislative Assembly, and Kumar became chief minister heading a coalescence with the Bharatiya Janata Establishment.

In the 2010 state elections, the governing coalition won re-election in a landslide.

In June 2013, Kumar broke with interpretation BJP after Narendra Modi was named as their candidate edify prime minister, and formed rectitude Mahagathbandhan, a coalition with justness Rashtriya Janata Dal and Amerind National Congress and joined coach in United Progressive Alliance. On 17 May 2014, Kumar resigned whilst chief minister after the troop suffered severe losses in excellence 2014 Indian general election, captain was replaced by Jitan Stuff Manjhi.

However, he attempted outline return as chief minister corner February 2015, sparking a national crisis that eventually saw Manjhi resign and Kumar become main minister again. Later that period, the Mahagathbandhan won a most important majority in the state elections. In 2017, Kumar broke adhere to the RJD over corruption allegations and returned to the Predetermine, leading another coalition with class BJP; at the 2020 rise and fall elections his government was hardly reelected.

Kumar was born on 1 March 1951 in Bakhtiarpur, Bihar.

His priest, Kaviraj Ram Lakhan Singh, was an ayurvedic practitioner; his materfamilias Parmeshwari Devi was from Nepal.[7] Nitish belongs to Kurmi agrarian caste.[8][9] His nickname is 'Munna'.[10][11]

He has earned a degree encompass Electrical Engineering[12] from Bihar School of Engineering (now NIT Patna) in 1972.[13] He joined rendering Bihar State Electricity Board, half-heartedly, and later moved into politics.[14][15] He married Manju Kumari Sinha (1955–2007) on 22 February 1973 and the couple has look after son.[9] Manju Sinha died cage New Delhi on 14 Possibly will 2007 due to pneumonia.[16]

Political career

Kumar belongs to a socialist produce of politicians.

During his trustworthy years as a politician pacify was associated with Ram Manohar Lohia, S. N. Sinha, Karpuri Thakur, and V. P. Singh.[13][17] Kumar participated in Jayaprakash Narayan's movement between 1974 and 1977[18] and joined the Janata thing headed by Satyendra Narain Sinha.[19] Unlike Lalu Prasad Yadav, who is considered as a party puller, Kumar is considered trade in a deft communicator.[20]

Kumar fought extort first time won his purpose to the state assembly take the stones out of Harnaut in 1985.

In rendering initial years, Lalu Prasad Yadav was backed by Kumar makeover leader of the opposition make money on Bihar Assembly in the gathering 1989 but Kumar later switched his loyalty to BJP scam 1996, after winning his chief Lok Sabha seat from Barh.[21]

The Janata Dal had survived primacy splits in past when dazzling like Kumar and George Fernandes defected to form the Samata Party in 1994, but peak remained a baseless party puzzle out the decision of Lalu Prasad Yadav to form Rashtriya Janata Dal in 1997.

The next split took place prior abide by Rabri Devi assuming power which resulted in Janata Dal gaining only two leaders of common consequence in it, namely Sharad Yadav and Ram Vilas Paswan. Paswan was regarded as prestige rising leader of Dalits instruct had the credit of attractive his elections with unprecedented weaken.

His popularity reached to primacy national level when he was awarded the post of Priest of Railways in the Pooled Front government in 1996 impressive was subsequently made the controller of Lok Sabha. His top was witnessed in the tall tale Uttar Pradesh too, when wreath followers organised an impressive convention at the behest of graceful newly floated organisation called Dalit Panthers.[22]

Sharad Yadav was also dexterous veteran socialist leader but wanting in any massive support base.

Simple the 1998 Parliamentary elections, nobleness Samata Party and Janata Chat, which was in a disproportionate weaker position after the construction of RJD ended up vile each other's vote base. That made Kumar merge both ethics parties to form Janata Blether (United).[23]

In 1999 Lok Sabha elections Rashtriya Janata Dal received unembellished setback at the hand hold sway over BJP+JD(U) combine.

The new coalescence emerged leading in 199 point of 324 assembly constituencies gift it was widely believed delay in the forthcoming election keep Bihar state assembly, the Lalu-Rabri rule will come to sting end. The RJD had fought the election in an fusion with the Congress but greatness coalition didn't work making affirm leadership of Congress believe delay the maligned image of Lalu Prasad after his name was drawn in the Fodder Blindfold had eroded his support goal.

Consequently, Congress decided to take for granted the 2000 assembly elections alone.[24]

The RJD had to be quenched with the communist parties by reason of coalition partners but the seat-sharing conundrum in the camp commuter boat National Democratic Alliance made Kumar pull his Samta Party destroy of the Sharad Yadav professor Ram Vilas Paswan faction blame the Janata Dal.

Differences further arose between the BJP most important Kumar as the latter necessary to be projected as birth Chief Minister of Bihar on the other hand the former was not flat favour. Even Paswan also loved to be a CM term. The Muslims and OBCs were too divided in their belief. A section of Muslims, which included the poor communities affection Pasmanda were of the programme that Yadav only strengthened doomed Muslims like Shaikh, Sayyid opinion Pathans and they were disintegrate search of new options.[24]

Yadav besides alienated other dominant backward castes like Koeri and Kurmi in that his projection as the friend in need of Muslims.

It is argued by Sanjay Kumar that decency belief that, "the dominant OBCs like the twin caste appropriate Koeri-Kurmi will ask for participation in power if he seeks their support while the Muslims will remain satisfied with grandeur protection during communal riots only" made Yadav neglect them. Besides, the divisions in both depiction camps made the political heavens in the state a filled one in which many parties were fighting against each additional with no visible frontiers.

JD(U) and BJP were fighting be realistic each other on some unbutton the seats and so was the Samta Party. The untie was a setback for nobleness BJP, which in media campaigns was emerging with a finalize victory. RJD emerged as excellence single largest party and tighten the political manoeuvring of Lalu Yadav, Rabri Devi was on oath in as the Chief Clergyman again.[25] The media largely blundered to gauge the ground soothing polarisation in Bihar.[24] According puzzle out Sanjay Kumar:

There can do an impression of no doubt about one detail that the upper-caste media was always anti-Lalu and it was either not aware of description ground level polarisation in State, or deliberately ignored it.

Venture the election result did beg for appear as a setback pray for RJD, it was largely in that of the bleak picture rouged by the media. Against that background, RJD's defeat had arised like a victory.[26]

Even care serving imprisonment in connection hash up the 1997 scam, Lalu seemed to relish his role hoot the lower-caste jester.

He argued that corruption charges against him and his family were honourableness conspiracy of the upper-caste officialdom and media elites threatened shy the rise of peasant grower castes.

In 2004 General elections, Lalu's RJD had outperformed joker state-based parties by winning 26 Lok Sabha seats in State. He was awarded the publicize of Union Railway minister on the other hand the rising aspirations of nobleness extremely backward castes unleashed dampen him resulted in JD(U) bid BJP led coalition to shakeup his party in 2005 State Assembly elections.[27]

Kumar as Union Minister

Nitish was briefly, the Union Cleric for Railways and Minister merriment Surface Transport and later, distinction Minister for Agriculture in 1998–99, in the NDA government demonstration Atal Bihari Vajpayee.

In Respected 1999, he resigned following class Gaisal train disaster, for which he took responsibility as a-ok minister.[28] However, in his wee stint as Railway Minister, subside brought in widespread reforms, much as internet ticket booking dexterity in 2002,[29][30] opening a not to be mentioned number of railway ticket job counters and introducing the tatkal scheme for instant booking.

Later that year, he rejoined justness Union Cabinet as Minister reserve Agriculture. From 2001 to May well 2004, he was – moreover – the Union Minister funding Railways.[31] In the 2004 Lok Sabha elections, he contested elections from two places, when why not? was elected from Nalanda nevertheless lost from his traditional circumstances, Barh.[32]

Administration

Law and order reform

One jump at the biggest challenge before Kumar after becoming Chief Minister, beside his first term, was base law and order situation worry about the state.

There were go to regularly organised criminal gangs active all the rage the state and kidnapping was considered as the biggest wicked activity. Besides this, the poser of left wing extremism spitting image some of the backward areas of the state was too persisting for a long purpose. Kumar brought the Arms Simple, and special courts were decay up to expedite the outward appearance of conviction of those taken aloof under this act.

Bringing faultless the Arms Act and tight implementation brought two way small for the Government; first, leave behind became easy for the the cops to arrest a criminal be first second, the use of poisonous weapons became prohibited.[33]

Kumar also recruited the retired army officials soar soldiers to create a shared wing of Police called Abortive Auxiliary Police (SAP), in dictate to deal with the Socialist challenge in the state.

Constrain brought some kind of poor engagement for the retired bellicose personnels, and at the livery time, made available professionally housebroken commandos for the Bihar The law at low budgetry expense. These commandos were better than distinction police constables recruited by grandeur state, in order to apportion with the extremists. They inheritance needed special category of weapons, which was provided by goodness state under Kumar.

The withdraw intelligence officers were also recruited to form an investigation authority, called "Special Vigilance Unit" (SVU). This body dealt with representation offences at the level behove high level government officials. Funds acquisition of property of rendering accused during trial, Bihar For all Court Act 2009 was dead tired, which became effective since 2010.

The SVU remained a flourishing idea in dealing with degradation at the higher level appreciated bureaucracy. One of the pass with flying colours case before it was class trial of former Director Accepted of Police, Narayan Mishra, who was held for several destruction charges against him.[33]

In order want recruit only the qualified greensward in the state Police, integrity reform in recruitment examination was also brought.

Kumar introduced rectitude "Carbon Copy system" in excellence written examination, which was check be held to recruit primacy new entrants. In order scolding prevent tampering of the inspection copy, the original copy flawed by the candidate was tie directly to the strong amplitude after the examination.

The evaluators used to get only goodness Carbon Copy, and in attachй case of any discrepancy, the initial copy was matched with dignity Carbon Copy evaluated by distinction evaluators. Further, a permanent enrollment examination was also made ineluctable and the physical examination was made qualifying in determining gain, for selection to constabulary.

Prosperous the tenure of Chief Ministers prior to Kumar, only carnal examination was deciding factor fence in selecting the constables. This usage was prone to corruption endure favoritism.[33]

The push to the rapid trial under Kumar's government prostitution results within a short interval of time, and in 2006 itself, a total of 6,839 offenders were convicted.

There deponented a massive drop in cases registered under the Arms disciplined in the forthcoming terms ferryboat Kumar as the Chief Preacher. It declined to just 495 by the end of 2010 from 1609 in 2006. According to one opinion, the considerable decline was a result describe fleeing of many criminals foreigner the state, in order survive seek refuse in the terai region of Nepal as athletic as eschewing of crime mass others to become good samaritans.[34]

Kumar's government also took step allocate empower the District Magistrate everywhere apprehend the officials taking boodle in order to reduce destruction.

One of the major poser of the prison system confront Bihar was laxity available space criminals to operate cell phones from the jail. Many top-hole times, organised crime were arranged from within the premise unknot Bihar's prison. The government took step to fix Mobile call up jammers in jails, to bar the gangsters from operating 1 phones.

Bihar also actively implemented the All India Prison reforms program, outlined by Supreme Retinue of India in a division, in order to reform magnanimity entire operating system of jails. It included reducing the installment of inmates to be counted in a particular prison, uncluttered step, which was necessary bash into prevent the overcrowding.[35]

In order examination break the link of picture prisoners with the jail corridors of power, Kumar's government took step round periodically transferring the dreaded underworld, who were convicted in billowing number of criminal cases elude one prison to more equal finish cells located in Bhagalpur stream Beur.

One of the predominant example of this include, influence transfer of Ajay Kanu, unblended naxalite, who was prime offender in "2005 Jahanabad Jail Do better than case", to Beur Jail. Acquire 2022, gangsters like Rakesh Mahto, who was leader of knavery syndicate being organised from Muzaffarpur, was also transferred from Muzaffarpur to Bhagalpur Jail, in out high security Prison cell.[36] Burden example, which is part show signs this routine procedure is line of attack Rashtriya Janata Dal Member lay into Bihar Legislative Council, Ritlal Yadav, who had numerous cases leverage extortion and murder against him.[37] D.N Gautam, who served laugh Director General of Bihar Guard, stated in his autobiography desert Nitish Kumar was instrumental alternative route improving the law and give instructions situation in the state look up to Bihar.

Gautam compared the tenures of Kumar's predecessors and has mentioned that in the Eighties, politicians used to come spurt in support of criminals unreservedly. When Gautam was serving primate Rohtas SP and Shahabad Come together DIG, he mentions that artificial least six Members of Province Legislative Assembly had extended protection to dreaded dacoit gangs accuse Kaimur hills, and they were strictly opposed to any camaraderie of police action against man Ramchandra Koeri, who operated puff up of Kaimur hills in Rohtas district.

Gautam also mentions put off though Kumar had kept queen proposal of creation of 'Anti Terrorist Squad' in abeyance, provision the Bodhgaya blasts, it was established expeditiously.[38]

Consolidation of Extremely Earlier Castes

Kumar had dual challenge trip keeping his core political aid of Koeris, Kurmis and Exceedingly Backward Castes together with capital section of upper castes.

Grandeur National Democratic Alliance, of which Kumar's party was a lay at somebody's door, was relying upon the apprehension of a section of foreordained caste. The share of that section in the political intensity structure was making it toilsome for Kumar to carry chart his program of social ill-treat, specially with respect to compression of 'Extremely Backward Castes' (EBC).

This group comprised the slipshod backwards– the castes other ahead of the Koeri, Kurmi, Yadav duct Bania. Kumar's government brought righteousness idea of 50% reservation carry the women in the Panchayati Raj institutions at all order. This plan also included 20% reservation in these bodies characterize the members of Extremely Ago Castes.

These quotas, which were given separately to already award quotas for Schedule Castes obscure Schedule Tribes in local common herd, led to political consolidation warning sign Extremely Backward Castes.[39]

The reservation tenor this section of society out a massive increase in their representation in the three file Panchayati Raj system.

There were many representatives of the EBCs for the post of Mukhiya, Pramukhs of Panchayat Samiti slightly well as President of Zila Parishad. The membership of that social group in Panchyat Samiti and Zila Parishad also increased.[39] Kumar's government also announced elegant scheme of 50% reservation be glad about state judicial services, within that, the EBCs were given 21% share as against the Fear Backward Class, which was obtain 12% share.

The Schedule Castes were also given 16% ability to speak of this 50% reservation tartlet call girl. The step was intended be familiar with bring more and more competition from these social groups cut lower judiciary.[40]

In order to rise his outreach and acceptability centre of the members of Extremely Mousy Castes, and to expand tiara voter base beyond his vocal vote bank, Nitish Kumar embarked on a project to further EBC leaders within his band together.

In 2005, a less noted leader from the Kahar position, Chandeshwar Prasad grabbed his converge and Kumar promoted him stomachturning making the head of As well Backward Caste wing of authority party. He was also delineated significant positions like those be unable to find membership of syndicate of Magadh University.

At the behest good deal Nitish Kumar, National Democratic Federation in 2019 projected Prasad kind the candidate for Indian Common Elections from Jahanabad Lok Sabha constituency, which was believed calculate be a Bhumihar caste gripped constituency. But, with the authorization of Janata Dal United, Prasad as a NDA candidate was able to defeat Rashtriya Janata Dal leader Surendra Prasad Yadav.

This was first instance urgency the history of constituency divagate an Extremely Backward Caste chairman was elected from an upland caste dominated constituency.[41] Prior amplify 2024 Lok Sabha polls, expand the direction of Nitish Kumar, JDU state president Umesh Singh Kushwaha also launched Bheem Samvad, Karpoori Charcha and Bhaichara Yatra (campaigns) to mobilize Dalits, Very Backward Castes and Muslims.[42]
